The leader we need for House District 32.

Dr. Victoria Garcia Wilburn is a leader in the field of Occupational Therapy, a mother of 3, and the voice we need TO RE-ELECT TO THE STATEHOUSE.

Dr. Wilburn is an associate professor at Indiana University–Indianapolis. As a community-engaged researcher, Dr. Wilburn partners with community organizations to help solve pressing issues that impact central Indiana residents, focusing on justice, which inspired her to run for State Representative. She was first elected to the Indiana House of Representatives on Nov. 8, 2022. Victoria is a member of the Family, Children, and Human Affairs Committee, as well as the Employment, Labor, and Pensions Committee and the Judiciary Committee. As a Freshman legislator, she passed groundbreaking legislation in Public Law 139, providing mental health and resiliency training to public safety professionals statewide. Her dedication to the disability community was recognized as Disability Advocate of the Year (2024) and helped carry signature legislation for Mental Health America. She advocates for promoting state and federal policies that advance health equity and mental and behavioral health initiatives.

Dr. Wilburn has served on the Board of Directors for the American Occupational Therapy Association and Hope Academy Recovery High School, Indiana’s only high school for teens in recovery from substance use disorder. The Indiana Occupational Therapy Association has recognized Dr. Wilburn’s contributions to her profession as Occupational Therapist of the Year, awarded Fellow of the American Occupational Therapy Association, and inducted into the Indiana Latino Leadership Circle. Additionally, her contributions to society have been recognized by her alma mater, Boston University's Alumni Association, Alumni Hall of Fame from her High School (Conant), named Outstanding Woman Leader by the Indiana University Office of Women, and selected by the White House as part of the Inaugural Office of Gun Violence Prevention.

She is committed to educational equity, improving public health, and legislating well as Indiana’s Representative for House District 32. Dr. Wilburn earned her Bachelor of Science in occupational therapy from Boston University (2005) and her Master of Health Science (2012) and Doctor of Health Science (2014) degrees from the University of Indianapolis. Victoria and her husband are the proud parents of three children, which she notes are her biggest achievements to date.
